Brian FilaBrian D. Fila

Brian is currently a Senior Consultant and advises business and government leaders in technology and business process innovation, executive leadership development, intelligence support to national security decision-making by maximizing innovation in complex government organizations and effectively leveraging command, control, communications and intelligence.

Located in Hawaii, Brian is President of MPMS-Oahu, LLC, partnering with government, industry, and nonprofit leaders to maximize the effectiveness of their organizations.  He has a history of working to develop leaders that instill excellence while maximizing the potential of each team member to innovatively contribute to mission success.

Brian served as the founding Special Advisor for Innovation at the Defense Intelligence Agency (DIA) where he built an innovation-friendly environment into the core of all DIA activities.   He applied market-based technology and process innovation principles and techniques into complex government organizations to foster, sustain and deliver innovations focused on tangible mission results.  He also served as the founding Chief of Knowledge Management in the DIA Directorate for Analysis fostering improved data utilization and management leading to new analytic capabilities.

As a Senior Executive, he has led and managed large government and military organizations, maximizing the potential to unleash the creativity and productivity for each individual, and with over thirty years of documented success building viable organizations.

He served as a member of the US Intelligence Community for twenty nine years, with experience including multiple assignments on the Joint Chief of Staff, the National Intelligence Council, Office of the Secretary of Defense, Defense Intelligence Agency, and as a Military Attache in three countries, as well as being an instructor at the CIA, a Reserve Agent of the Naval Criminal Investigative Service, and the Office of Naval Intelligence.

He received the Secretary of Defense Meritorious Civilian Service Award, the DIA Exceptional Civilian Service Medal, DIA Director’s Award, the Defense Meritorious Service Medal, the Joint Service Commendation Medal, and the Joint Service Achievement Medal Navy Achievement Medal.

He was born in Connecticut and received a Bachelor of Science degree from the Pennsylvania State University in 1982, a Master of Science degree from the National Intelligence University in 1997, and the National War College in 2000. He and his wife, Beth, live in Kane’ohe, Hawai’i.
